27 Weeks’ Jail for Man Who Took 160+ Upskirt Images

SINGAPORE – A 37-year-old man who took more than 160 upskirt videos and photos over a five-year period has been sentenced to 27 weeks in jail.

Edmond Kwek Liwen was convicted on June 4 after pleading guilty to one charge of outrage of modesty and two counts of voyeurism. Another voyeurism charge was taken into consideration during sentencing.

The court heard that Kwek persisted in his offences from 2019 to 2024, even after being caught red-handed in February 2021 by a victim at Guoco Tower. He had filmed her on an escalator, followed her to the lift lobby, and captured a second video. She confronted him after feeling him touch the back of her thigh, then physically restrained him by the neck when he tried to flee.

Deputy Public Prosecutor Jheong Siew Yin said Kwek showed no resistance to his compulsions, indicating a high risk of reoffending.

Kwek’s sentence reflects the seriousness of repeated and predatory voyeuristic offences, amid growing concern over digital sexual crimes in public spaces.
